First and last names are drawn from lists of common real-world names and combined at random. The combinations themselves are invented — the tool isn't sampling real people's full names from any database.
In large batches, repeats are possible since each name is an independent random draw. If you need guaranteed-unique names, generate a few extra and delete duplicates.
Yes. Individual names aren't copyrightable, and the generated combinations are random. For a product or company name, run a trademark search separately — that's a different question from personal names.
